Possible causes

– Faulty Idle Air Control (IAC) valve
– Dirty Idle Air Control (IAC) valve / Throttle Body
– Idle Air Control (IAC) valve harness is open or shorted
– Idle Air Control (IAC) valve circuit poor electrical connection
